Can I Be Ticketed at a Broken Parking Meter?

The short answer is no. If you're only planning to spend a few hours in downtown then parking staff will not ticket you for parking at a broken meter. However, if you leave your vehicle in a broken spot all day long or for multiple days police say that you may be at risk of getting a ticket.
