Lawrence City Council President Frank Moran, D, and Andover Banking and Lending Executive Kevin M. Cuff, who is unenrolled in a political party, are both vying for the seat that State Rep. Paul Adams is giving up in order to run for state senate. The District consists of 8 precincts in Lawrence and 3 precincts in Andover.
