Water Employee Pleading Tomorrow: Andover Water Department employee Cynthia Vaughn is pleading tomorrow at Salem Superior Court at 9:30 a.m. Vaughn is being accused of falsifying time sheets and allegedly working elsewhere while claiming to be working hours for the Andover Water Department.
