Town Manager Presents $156.8 Million Budget for FY14

Andover Town Manager Reginald "Buzz" Stapczynski suggested a uniform increase for both town and school departments.

 

The town budget process for fiscal 2014 has begun and Town Manager Reginald "Buzz" Stapczynski is starting the discussion with the school department.

Stapcynski is asking that both the town department budget and the school department budget be kept to 3.3 percent increases. But the school department officials would not commit to a budget number because the 3.3 percent increase does not represent a budget that would work for the school, according to an article in the Eagle Tribune.

The Town Manager presented a $156,849,349 fiscal 2014 budget, which represents a 6.9 percent increase over the last year's budget of $146.7 million.

The only thing we are not buying these days at the schools is toilet paper, yet the Town keeps spending as if its free money

Will any of the building projects will ever be under budget?

Taxes doubled since 1998, but its only a $100 for this project and $50 for this project every year and QED taxes have doubled since 1998......Andover will be like many close-in Boston suburbs "unaffordable" when we retire as the tax burden will be so high.

Our taxes have gone up by a componded 4% on an annual basis since 1998, all those little things that ONLY cost $50 or $100 for four years are all coming home to roost in the ponzie scheme......At town meeting put up a running total of how much everything will cost if it all gets approved - thats consensus....show the true effect on our tax bill. How many town employees even live here any more?

Enough is enough - our salaries are flat since 2001, our benefits are less than 2001, our health care deductions have gone from $2000 per family to $4,000 per family

Andover is becoming too expensive - forget the consensus, get in to the real world

Retirement benefits for life are no longer in the real work - put town employees in to 401k, buy your own health care, get rid of cops at details, stop buying new trucks every year - but a new town yard ONLY if the sale of the current town yards pays for it and then you are talking consensus - otherwise you are just taking more to do less again.......this town is out of control exp wise....

At tonight's Board of Selectman meeting, the Town Manager was just asked when the last time the town's health insurance plan was put out to bid with other insurers. The answer: 2008! A $15 million line item (10% of the total operating budget) has not been put out to bid for 5 years.
