Police Receive $5,000 Grant to Increase Bike and Pedestrian Safety

The Andover Police recently received a $5,000 grant to increase cyclist and pedestrian safety.

The Executive Office of Public Safety and Security has granted more than 40 police departments with grants to increase safety for pedestrians and cyclists.  The Andover Police Department received a $5,000 grant. The grant's purpose is to purchase equipment and dedicate enforcement that will increase cyclist and pedestrian safety.  According to Massachusetts statistics from 2006 to 2011, 1,533 pedestrians were injured in crashes, 375 of them fatal injuries. During that same time frame, 586 cyclists were injured in accidents, 45 resulting in death.  Andover is one of 48 police departments to receive the grant, which came from $192,000 from the National Highway Traffic Safety Administration. June Texting-and-Driving Crackdown

State Police announced a new effort to enforce texting-while-driving laws.

Massachusetts has been awarded $275,000 in National Highway Traffic Safety Administration  federal grant funds to increase enforcement of the Massachusetts Safe Driving Law which bans the sending, typing or reading of electronic messages to or from handheld devices while operating a motor vehicle and a complete ban on the use of all handheld electronic devices by junior operators while behind the wheel. This pilot project, called “Text With One Hand, Ticket In The Other” will give Massachusetts State Police the ability to test the high-visibility enforcement  model and effectively observe distracted driver behaviors through proven enforcement strategies. Andover Man Charged With 'Mayhem'

A local man was charged with "mayhem" this weekend. At 3:20 a.m., police received a report of a fight in progress on High Street. When they arrived, police requested an ambulance for two females, the victims. Sandro Difut, 24, of 200 Main St., was charged with mayhem and assault and battery. He was later taken to Lawrence General Hospital and then to Middleton Correctional Facility. According to Massuchusetts General laws regarding a charge of mayhem: Section 14. Accident Driver Charged With Drunk Driving, Cocaine Possession

One of the passengers was a state representative's son.

Police say the driver in that early morning car crash on Elm Street was drunk and driving recklessly. And one of the injured passengers was Rep. Jim Lyons' son. Bradford Miller, 19, of 18 Dale St. Apt. B, Andover, was arraigned at Lawrence General Hospital Friday morning on two charges of operating under the influence while driving negligently and causing serious bodily injury, Carrie Kimball-Moynahan of Essex County District Attorney Jonathan Blodgett's office said. He was also charged with being a minor in possession of alcohol and possession of cocaine. Lawrence District Court Judge Jose Sanchez ordered Miller to be held on $10,000 cash bail, with bail conditions including electronic monitoring. Also, Miller will be held without bail …

Early Morning Elm Street Crash Injures Three

Emergency crews had to use the Jaws of Life.

An early morning car crash on Elm Street sent three young men to the hospital. Just after 1 a.m. Friday morning, police received a call about an accident near 86 Elm Street involving a white Mitsubishi Lancer. It took emergency crews a half hour to remove the three occupants -- described as males in their late teens to early 20s -- from the vehicle. They had to use the Jaws of Life to extract the third occupant, who was trapped beneath the car's collapsed dashboard and front end. Police were still investigating the accident after the occupants were taken by ambulance to a nearby hospital. It is unknown what the cause was, but a nearby tree stripped of its bark suggests the car struck the tree and flew back into the road. The condition of …

Kidnapping Turns Out to Be a Joke

What started as a possible kidnapping case was actually a bizarre prank. On Friday just after noon, a man called the police station and reported that his brother had been kidnapped after a vehicle accident on Main Street. He said someone called him and said they had his brother and demanded ransom for the brother's return. Police investigated the matter and located the brother, who had been at work all day, and determined it to be a prank. In other local police news... Should Massachusetts Prosecute 17-Year-Olds as Adults?

The house passed legislation to treat most 17-year-olds as juvenile defenders. Is this a compassionate or dangerous change?

Massachusetts is one of only 11 states that tries 17-year-olds as adults. A bill passed this week by the state's House of Representatives would make these teenagers juvenile defenders, according to a report by 7News Boston. That will put the commonwealth in line with most other states, where adult court is reserved for individuals 18 and older. The bill still allows the state to try 17-year-olds as adults in serious cases, like murders. But proponents hope the change will reduce cases of rape in the state's prison system by keeping younger inmates away from older, stronger convicts. The bill's effects would, eventually, include that the names of 17-year-olds who were arrested would no longer appear in the police logs run by your local …

I agree. It should depend on the crime. Shoplifting or something stupid, give them the benefit of the doubt and try them as a juvenile. But murder, rape, etc. shouldn't be something so easily forgiven.   more ›

FBI: Man Killed in Florida in Connection with Marathon Bombings

During a confrontation with the FBI and the Mass. State Police, a Florida man was shot and killed and an officer was injured.

One man is dead and an agent is injured after a confrontation between the FBI and Mass. State Police in connection with the Boston Marathon bombing in the Orlando area on Wednesday morning.  The FBI on Wednesday morning said an agent, two Massachusetts State Police troopers and other law enforcement personnel were interviewing an individual in connection with the Boston Marathon bombing when he attacked the agent.  The FBI identified the person shot and killed as Ibragim Todashev, age Saea27. During the confrontation, Todaschev was shot and killed and the agent sustained non-life threatening injuries.   "As this incident is under review, we have no further details at this time," the FBI said.

The following are excerpts from the Andover Police log. The log is open to the public.   Friday, May 17 At 12:29 p.m. police arrested Alexis Raul Gonzalez, of 107 Margin St., Apt. 1, Lawrence, on Main Street. Gonzalez was charged with operating a motor vehicle with a suspended license and a marked lanes violation.  At 11:08 p.m. police stopped a New Hampshire resident who said she was lost and appeared to be under the influence of a substance. Police eventually arrested Krystal Duval, 21, of 16 Frost Road, Derry, N.H., on River Street.
