The caller said a young girl of about 3 or 4 was walking along the street by herself. An officer reports that the individual is just a short adult. Ocampo Jr., 23, of 29 Cork St., Lowell, on Acord Drive. Ocampo was charged with operating a motor vehicle without a license, operating a motor vehicle with no registration in possession, no inspection sticker, revoked registration, attaching wrong plates to a motor vehicle and an uninsured motor vehicle.
